The transport of oil or any other substance contained in the aforementioned categories, by public or private entities, is only allowed if the company is duly qualified to operate in accordance with maritime authority guidelines (art. 24).
In its transitory provisions, art. 27 also establishes the authority of a number of institutions, in the case of maritime authority, environmental entities in each sphere (federal, state and municipal) as well as the regulating authority of the oil industry.
d) inform the maritime authority and federal environmental authority regarding irregularities found during inspection of port facilities, pipelines, platforms and their support facilities
